Treatment for a flat facial hypopigmented scar

Due to a phenol peel 25 yrs ago, I have a depigmented area on my cheek measuring 2" X 1". I've had limited success repigmenting. Question: Can revision surgery be done on the lower part of the lesion to minimize the size, and improve the appearance?
